BY-LAWS
TITLE 1: ANNUAL DUES
SECTION 1: Fiscal year.
Membership dues are based on a fiscal year from August 1st – July 31st.
SECTION 2: Club Membership.
An annual Club Membership of $ 80 per club is due on the first general membership meeting in the month of August. $ 10 discount will be applied if membership is received prior to August 1st. Send Club Membership Form, found in N.C.B.G.A. Handbook, and check to the N.C.B.G.A. Treasurer. Membership cannot be prorated.
A late charge of $20 per month will be added to the Club Membership Fee if a club is not registered by the close of the first official general membership meeting held each year after August 1st. New clubs will be exempt from this late fee.
SECTION 3: Athlete Membership.
$5 annual due per athlete is due by January 1st. Send Athlete Membership Form, found in N.C.B.G.A. Handbook, and check to the N.C.B.G.A. Treasurer.
A late charge of $ 5 will be added to the Athlete Membership Fee if an athlete is not registered by January 1st each year.
SECTION 4: Associate Membership.
An annual Associate Membership of $ 30 is due on the first general membership meeting in the month of August. $ 10 discount will be applied if membership is received prior to August 1st. Send Club Membership Form, found in N.C.B.G.A. Handbook, and check to the N.C.B.G.A. Treasurer.
DUTIES OF BOARD MEMBERS
SECTION 1: General duties of the Executive Board
Attend all scheduled Executive Board meetings.
1. If an Executive Board member misses two or more meetings, the Chairman or Board may appoint another person to replace the absent Board Member for the remainder of the term with the 2/3 vote of the Executive Board.
Each position, with the exception of Chairman, will be a voting position at Board Meetings. In the event of a tie, the Chairman can vote to break the tie.
The Executive Board shall develop proposals to be presented to the General Membership for vote. In the event of less than 2/3 General Membership attendances at a General Membership meeting, the Board has the power to pass or decline any By-Law proposal presented at that meeting if 2/3 of the Board is present.
When General Membership approval is not practical, the board shall make urgent executive decision, provided the general membership is notified of the decision as soon as possible.
SECTION 2: Duties of the Chairman:
Preside at N.C.B.G.A. meetings.
Represent the Association as a Regional Board Member at the U.S.A.G. Region I meetings and whenever possible at J.O. National meetings.
Call the Executive Board to meet whenever necessary.
Represent Northern California as the U.S.A.G. Men’s State Chairman.
Serve as U.S.A.G. Professional Member and shall act as a liaison between the state and national organizations.
Be responsible for the collection of Sanction Reports, Meet Reports, and Financial Reports from each meet director, and will insure that copies are forwarded to the N.C.B.G.A. Treasurer.
Send newsletters to all N.C.B.G.A. members bi-monthly, or as necessary to keep the members fully informed.
Set up, up date, and distribute a N.C.B.G.A. Event Calendar.
Revise and distribute a N.C.B.G.A. Handbook to its members.
Delegate work or duties to other Board Members.
Nominate a Technical Director for approval by the Board.
SECTION 3: Duties of Vice Chairman:
Preside or represent the Association at all meetings when the Chairman is absent.
Act as Awards Chairman by ordering, distributing, and keeping an inventory of all N.C.B.G.A. awards. Also, the Vice Chairman shall be in charge of handling the awards at State Championships and the N.C.B.G.A. Awards and Senior Banquet.
Assist the Chairman, or conduct, any administrative duties that the Chairman needs assistance with.
SECTION 4: Duties of the Secretary:
Attend all N.C.B.G.A. Board and General Membership meetings.
Keep accurate minutes of each meeting and shall insure that each member receives a copy of the minutes of each meeting within two weeks of the meeting.
Maintain an attendance record for all N.C.B.G.A. meetings.
Assist the Chairman, or conduct, any administrative duties that the Chairman needs assistance with.
SECTION 5: Duties of the Treasurer:
Attend all N.C.B.G.A. Board and General Membership meetings.
Conduct registration procedures, and collect and record all N.C.B.G.A. Club and Athlete Membership dues.
Maintain a N.C.B.G.A. Club and Associate Membership roster and distribute to the General Membership.
Collect and record State Head Tax with the help of the Chairman.
Present a written current financial report to members at each meeting of the general membership. "Current" to be defined as the close of the month preceding the month the general membership meeting is held. The financial report shall include a Balance Sheet and Profit – Loss report – two separate reports.
SECTION 6: Duties of the Technical Director.
Attend all N.C.B.G.A. Board and General Membership meetings.
Disseminate pertinent technical information from U.S.A.G. Technical Director and the Judging Association to the N.C.B.G.A. General Membership.
Act as a liaison between coaches and judges.
Coordinate judging clinic and certification with N.C.J.A.
Coordinate N.C.G.J.A. coaching clinics with the Chairman.
Coordinate and conduct the State Testing and the evaluators clinic with the Chairman.
SECTION 7: Duties of the Zone Representative.
Attend all N.C.B.G.A. Board and General Membership meetings.
Represent their Zone at all N.C.B.G.A. meetings.
Act as a liaison between the Board Members and their own Zone.
Act as the N.C.B.G.A. representative at Zone Championships to conduct a Zone meeting and to insure that activities are conducted within the guidelines of N.C.G.B.A. and U.S.A.G.
TITLE III: FINANCES
SECTION 1: Operating funds for N.C.B.G.A. shall be derived from one or more of the following sources:
State Head Tax. Refer to Title V/Section 1 of the By-Laws.
N.C.B.G.A. Club Membership dues. Refer to Title 1/Section 2 of the By-Laws.
N.C.B.G.A. Athlete Membership. Refer to Title 1/Section 3 of the By-Laws.
Associate Membership. Refer to Title 1/Section 4 of the By-Laws.
Any N.C.B.G.A. sponsored event such as: Zone Championships, State Championships, N.C.B.G.A. Awards Banquet, etc.
TITLE IV: EXPENSES
SECTION 1: Executive Board Honorarium.
The Executive Board will receive the following honorarium:
1. Chairman $ 500.00
2. Vice Chairman $ 250.00
3. Secretary $ 250.00
4. Treasurer $ 250.00
5. Technical Director $ 250.00
6. Each of the Four Zone Representative $ 100.00
7. Last Past Chairman $ 100.00
The honorarium will be paid after the completion of the fiscal year.
$ 50 will be deducted from the Chairman’s, Vice Chairman’s, Secretary’s, Treasurer’s, and Technical Director’s honorarium for each missed meeting, providing that at least 60 days notice was given for the meeting.
$ 25 will be deducted from the Last Past Chairman’s and the Zone Representatives’ honorarium for each missed meeting providing that at least 60 days notice was given for the meeting.
An honorarium will not be available to any Board Member who has not been continually active with the Board throughout the year. Withholding, and deducting from, an honorarium must be voted upon and approved by the Board.
SECTION 2: Executive Board Expenses.
The Executive Board shall be reimbursed for any and all expenses that they incurred while carrying out he duties specified in Title 2.
To get reimbursed a Board Member must submit a N.C.B.G.A. Expense Report Form, found in the appendix, to the Treasurer and a copy sent to the Chairman. Receipts must accompany the expense report.
SECTION 3: Non-Executive Board Honorarium.
The following individuals, who are not part of the Executive Board, will receive the following honorarium:
Webmaster $ 500.00
The honorarium will be paid after the completion of the fiscal year.
SECTION 4: Awards.
N.C.B.G.A. shall provide individual and team awards for the State Championships.
SECTION 5: Awards Banquet.
Awards Chairman will be paid $ 100.00 for services rendered.
N.C.B.G.A. shall provide dinners for all seniors.
N.C.B.G.A. shall provide seniors with gifts.
N.C.B.G.A. shall provide Coach of the Year and Service Award recipients with awards.
TITLE V: U.S.A.G./N.C.B.G.A.
HEAD TAX
SECTION 1: Assessment.
There will be a $ 2.00 head tax assessed for each gymnast that competes at each gymnastics competition in Northern California by the U.S.A.G./N.C.B.G.A. Member Club hosting that competition.
The competition Director must send the head tax of $ 1.00 per gymnast to the N.C.B.G.A. Treasurer within 48 hours after the completion of the competition.
The competition Director must send the head tax of $ 1.00 per gymnast to the USAG for the Gymnastics Federation within 48 hours after the completion of the competition.
TITLE VI: ETHICAL CONDUCT
SECTION 1: Ethical conduct will be strictly enforced as per current U.S.A.G. Rules and Policies.
TITLE VII:
AWARDS AND SENIOR BANQUET
SECTION 1: This banquet will be hosted by the Awards & Banquet Chairman and will rotate around to each Zone each year.
SECTION 2: This event will take place 1 – 2 weeks after National Championships at a banquet facility.
SECTION 3: The following will constitute the banquet agenda at this semi formal event:
All seniors will be recognized by their coaches and will also be given the opportunity to speak.
Dinner will be provided for all seniors.
All State, Regional, and National All-Around Champions will be recognized by their coaches and will also be given a chance to speak.
The Coaches of the Year for the respective levels will be recognized and awarded for their outstanding achievements.
The Service Award will be presented to its recipient(s).
TITLE VIII: AWARDS
SECTION 1: State Championship Qualifier.
Awards will be followed as stated in Title IX, Section 2.
SECTION 3: State Championships.
Awards will be followed as stated in Title IX, Section 3.
SECTION 4: Awards Banquet.
Awards will be followed as stated in Title VII.
SECTION 5: Coach of the Year Awards:
There will be seven categories for this award: Levels 5,6,7,8,9,10, and Future Stars.
Recipients will receive their award at the N.C.B.G.A. Awards Banquet.
This award will be given to a coach (or coaches) for outstanding achievement based upon the following point system.
Age Groups: Y = Youngest, M = Middle, and O = Oldest

SECTION 6: N.C.B.G.A. Service Award:
This award will be presented to a person (or persons) who contributed to Northern California Gymnastics in one-way or another that year or over a period of years.
Retiring coaches, judges, gym owners, board members, etc., are a few examples of the type of recipients that would be worthy of this service award.
Recipients will receive their award at the N.C.B.G.A. Awards Banquet.
TITLE XI: N.C.B.G.A.
SPONSORED COMPETITIONS
SECTION 1: Qualifier to State Championships.
The Qualifier is used to determine how many Level 5-7 gymnasts who have not yet qualified can qualify to State Championships.
The number of qualifiers will be the difference of the allotted number of that
Level and age group and the number of pre-qualified athletes who have achieved the set qualifying score twice during the season.
Individual awards will be given to 50 percent of each category up to 10th place.
SECTION 3: State Championships. Refer to U.S.A.G. Rules & Policies for the operation of State Championships.
The Executive Board under the direction of the State Chairman will conduct State Championships.
Ribbons and medals are to be supplied by the Vice Chairman. A volunteer parent will be needed to handle the ribbons at this competition.
Banners with white print will be used at State Championships for team awards in the following colors:
1st Place: Blue
2nd Place: Red
3rd Place: White
The words "N.C.B.G.A. State Championships" and the N.C.B.G.A. logo must prevail on each banner.
If gifts are to be given out to the gymnasts, such as t-shirts, the words "N.C.B.G.A. State Championships" and the N.C.B.G.A. logo must be on each gift.
A General Membership meeting will be scheduled and held some time during the State Championship weekend.
